"Stealing" is a clearly defined term wherein you knowingly take something that doesn't belong to you.

Trump stole the classified documents. He knew what he was doing and he did it on purpose.

Whether he declassified them is all academic anyway, he has yet to state in court that he declassified anything and there's plenty of reason to think that he would not do so given the description of these documents and how sensitive they are.

The president and a few others have special authorities to view classified information while in or out of office. Any former president, vice president and a few others, by law, have access to all and any classified information in perpetuity by the nature of the position they held. But no one may remove classified information without proper authorization, including the president.![]()
