He was upset over the wastefulness of it, of procurement programs that would be cancelled just as they started actual production, (thus resulting in HUGE per unit costs), for example.

I told him it was useless to even discuss. There would be no planned and reasonable wind down. No one in a position to do anything about it, was caring. They were already focusing on other priorities.
