So if it's illegal to investigate someone running for President...then why was the Mueller investigation allowed to go on for almost two years? Why was it legal for Barack Obama to investigate Donald Trump's Russian ties when Trump was running for office against Obama's Party?

You claim Trump is in violation of the statute you cited because he sought something of value from a foreign national.
