It was lack of transparency and corruption in Ukraine's prosecutor general's office which prompted the U.S. government, led by Biden, to use a billion dollars of loan guarantees as leverage to get Ukraine to replace Shokin. And that was merely to replace him -- it wasn't to shut down an investigation.
