It messes up feds accounting when the law isn't properly adhered to. An IRS agent told me years ago I had to file a tax return because they had to give that money back to me. Before the conversation was over he was begging and pleading with me to try and get me to take the money back I had to pay in. The cost filing exceeded the amount they had. I just kept telling him 'no I hear all the time how the government is in the red so I want you to keep it'.
