And it's funny that ISIS sort of developed with al Zarqawi under Bush's term and when he died in 2006 that's when ISIS really took off as ISIS. But they don't blame Bush, in fact any mention of Bush and they'll shout you down with "he's not president any more, so much be Obama's fault".

Even though I agree that Bush created the power vacuum in Iraq which made ISIS possible, the funding, arming, and enabling of them is all firmly in the laps of Obie and Hilly.

ISIS got their arms from the Iraqi army that Bush lied about their training. The Bush trained Iraqis dropped their weapons and ran from ISIS without even putting up a fight. Bush owns ISIS especially arming them.
