The 9th District has been held by the Repubs since 1963.

But the Dems have not enjoyed an 8-pt voter registration advantage since 1963 and never before had anti-Trump voters to motivate Dems. So how do you explain away Bishop's victory and how do you read it's significance?

It is a single election, it has basically no significance in the big picture.
