Trump doesn't need money. This is a class action lawsuit. Once the judge certifies the class the judge will order the creation of the legal fund. Actually it would. A clerk can't stop the filing of a lawsuit unless basic legal requirements are met. That being the necessary fees are paid, and the necessary people served with process.

After that, it takes a motion before the judge to request the suit be dismissed.
