It's the culture. They just don't have cultural prohibitions against sex with children. Didn't a father kill an illegal he caught in the act of raping his 4 year old daughter?

A few years ago in central Cal a father sold his 14 year old daughter for a case of beer. The father and the buyer came from the same village in mexico it was part of the culture and no one was prosecuted.
