I read a bit ago in popular science to protect our electrical grid would be cheap in federal terms, only a few billion dollars...

You know, I will never be able to understand why all electrical wiring that can possible be put underground isn't. I reside in Florida. Time and again I have witnessed crew from as faraway as Canada come in here after a hurricane and cut trees, put up new poles and string new wires. It costs a fortune every time and families have gone without power for up to two weeks at a time. Put them underground and be done with all that.

Same thing in South Carolina after an Ice storm, their was talk of it, but they say to expensive.

I have been testing communications systems for the military for over 30 years. HAEMP survivability is always a primary mission requirement. Our civilian infrastructure would be wiped out. Our military has always been designed to survive a nuclear attack.

Well, I've been doing work for the Navy for some time and there is absolutely nothing that will keep a jet in the air once it has lost power. Most military bases as well as government offices receive their power from the grid.

If an aircraft loses power that means its engines are not running, so yes it will crash. If you have work with the aviation within the navy, then you have seen the effect of a powerful emp blast on an aircraft, in the form of a lightning strike. Some systems are affected and displays blank out, but for the most part they can come back on once you recycle the system and reset circuit breakers. I have only had to change a few parts that were fried because of it. And a few times we had some wire bundles with pin sized holes through it. Even holes in the fuselage and external tanks.

As long as the engines are running a plane can land. I have seen an aircraft with one stalled engine due to fod that the pilot had to shut down and restart but he made it back. It was an f-15 so it has 2 engines, an f-16 would be toast. Aircraft do have emergency generators that will kick on when an event happens as well.
