There is no reason for Spanish speaking people to learn English.

All government documents are already in Spanish. Government offices, essential services, already have Spanish speaking employees. Television is in Spanish, so is radio. Every retail business has Spanish speaking employees. Neighborhoods are entirely Spanish speaking. More Spanish speaking people can get along without English than need it. Even the employers of menial house workers will learn some Spanish to speak to the maid and gardener. It never occurs to people that they can force the Spanish speaking to learn English by utilizing the same methods the Spanish speaking use. Just refuse. They learn English and they won't be accommodated.

The refusal of hispanics to speak English is immovable. The second the English speaking public started speaking spanish to accommodate the maids and gardners it was all over.

By learning their language you can help them learn English faster....
