He relies on an array of advisors, specialists, cabinet heads and agency heads to provide him with the best information possible on important topics that NEED his direct attention, otherwise it is taken care of by those heads. There was no investigation of Burisma by the time Biden made his threat. He was supported by Republicans such as Portman from Ohio, Ron Johnson from Wisconsin and then GOP Senator Kirk from Illinois. They echoed Biden's anti-corruption campaign.
