The applications were not all for the same address, turd. One person filled out all the forms, but there are at least half a dozen addresses involved, and that's if you assume the street numbers are all the same when the street names are all the same.

Now, if someone wants to assist voters in filing applications for mail in ballots and goes door to door on “Candy Street” he can help them fill out the form as long as he signs as an assistant.
