Universities and NASA can spend millions of dollars on space telescopes looking for life outside of the solar system.
Universities spend a lot of money studying all kinds of things that may be unusual to me in the quest for knowledge.

As for scientific theories of the universe, all of the scientific theories that man has held up UNTIL today are wrong and there have been about seven or eight shifts in scientific thinking. Newtonian Physics can send a man to the moon but they are totally wrong when it comes to Einstein's Physics. Who knows if there won't be another revolution in science to tell you what you believe today isn't correct and that the scientists tomorrow know better than you do? Scientists are now looking at String Theory and so on. Scientific theories do not "prove" anything according to my professor from College because there may be a better theory of the universe and the only place you prove something is math which isn't really proof in the scientific realm.

If there are more correct theories of the universe, then what we believe today is irrational compared to tomorrow or the next day because there may be a more exact science coming. One of my professors predicted the way society treats hysterectomies will be considered barbaric in the future just like barber shops use to be in the medical business.

If God made something, why can't he make the same thing to do something else? I'm on the electronic hobby sites all of the time. No one ever stopped and said, "This is against the laws of what can be made." because they are hacking and designing things with new capabilities all of the time.
