Had they done so, they would have been required by law to report him.

Actually, it was because he was not committed by a Judge. Maybe defunding the police isn't such a good idea. Presumably the LEOs didn't investigate this kid thoroughly enough when he got picked up and evaluated. Why was he cut loose after a couple of days? Was it a legal problem, like how long could they hold him before cutting him loose? Or a funding issue with the state mental health institutions? This kid sounds like somebody that should've been kept longer and investigated further, did they do that?
