It was passed through the normal legislative process - hearings, input from all the affected sectors - doctors, insurance agencies, etc, hearings, amendments etc. - over...I think 18 months?

The Republicans in part excluded themselves (kind of like the Dems are doing now) by refusing to be part of it. Is that true?

What is happening now is circumventing the entire process by using the budget reconciliation process and just as bad - excluding input from all the affected sectors, compressing what took almost two years to formulate into weeks. It represents a huge impact on our citizens and economy - doesn't it deserve a more thorough process?
