After the Civil War, Congress created an Amendment to Free The Slaves. In 1863, slavery was legal in the entire United States. After the Civil War, Congress screwed that up, too. Amendment Fourteen was passed--which is now basis for much of Civil Liberties in the United States. Lincoln had also originally screwed up Emancipation, allowing preferential treatment for some states where it was not abolished. People will claim that Lincoln had "War Powers." There are no such powers in the Constitution.

The Republican Party, to this very hour and continuing, has no concept of actual Subjugation. Moses was famously educated in the Imperial subjugation arts of Egypt (Acts 7:22). Mostly, ancient government in the Western World was Imperialist, enslaving, degrading, demeaning, murdering, warring, conquering, abusing, and depraved. That had started before Moses, and would be on-going including in the New Testament. That was normal and religious even then. Some people perpetuate it all, even now!
It would easily make sense to Moses to prohibit usury in Israel, but charge anyone thought foreign all kinds of usury, interest rates (Deuteronomy 23:19-20). The impact of that would be shown in Matthew 25:14-30. The rich would get richer. The poor would be cast into potential subjugation. Israel would go on to become the loan sharks of Europe, or the Seraphs of the Middle East. Europe would acquiesce in the attempted genocide of them all.
After New Testament, Mohammed would later prohibit all wealth from "riba," interest rates. Contrasting, Adam Smith later on would propose that interest rates be regulated, in "Wealth of Nations." Clearly, a "Back To Basics" approach to Older Economics was being proposed in the Subjugation approach to zero World Peace and Prosperity. People like Speaker Ryan, McConnell, Trump and the others all take that as faith, even now. The Subjugation outcome would be regarded, "Enlightened Self Interest," aka, "Terrorism."
The Republican brands harbors no such concept of it like that, even now. Mostly the Saudis would be regarded even now, hyper-Conservative, "Radical Islam." ISIS would be considered Suicidal Kamikazes, and not a religion. The concept there is to become somebody, becoming nobody. The ability to see them different is a non-starter at GOP, even now!

There are no charges being filed against Secretary Clinton in the matter of the use of the former President's email technology, likely hyper-secure. The subjugation brand is above the law, and claims that because there is no criminal charge of wrong-doing in any plea, or in any filing, or Court of Law: That therefore the Woman Secretary of State is Guilty of all allegations.
Are elected officials in the United States at able to screw up, and mostly male?
