Crazy Bernie is crazy. If grass becomes legal, there won't be enough tax revenue to buy shoe shine boxes for new minority entrepreneurs

The tax money collected will be needed to enforce the new marijuana regulations and pay the pot regulators.

A lot of people will see legal grass as their way to riches with untaxed product as well as counterfeit tax stamps. This will have to be contested, and that's what the money collected in taxes will be needed for.
