The reason why it ended up being a pro-insurance policy is because Joe Liberjew (D-Israel) fought against a public option or a Medicare Buy in for people over 55, which would have solved a lot of the problems. When Ted Kennedy died, they were stuck with the Senate version instead of the House version that included these things.
