In actual socialism, the workers have to agree on every major decision regarding their factory and work. The de facto owner is the people. A good example is 1953 when the East German government (GDR) attempted to increase working time. The move resulted in an uprising. Propaganda everywhere tells the uprising has been quelled but they never talk about the outcome of the story: The Red Army moved in but the government told them to go away since the law required the unions to sign the increase of working hours. They didn´t and the increase didn´t happen.

Of course, the absolute ban of privately owned production means is unnecessary and even damages the economy but the opposite, the total absence of government does not help, either.
