How can the customer make that decision if they don't know about it?

Again, read the entire statement. They will only tag a business if their behavior was noted in the media or some other reliable source. The only difference is instead of just putting a disclaimer "This business was in the news recently" and limiting new reviews, they will actually post a link to articles related to the business.
