In 08, McCain got blanked in 57 precincts. Bush (not sure if it was 00 or 04) got blanked in 4 precincts. Some precincts have 633 voters or about the size of a senior class in a medium sized high school.

In 59 Philadelphia voting divisions, Mitt Romney got zero votes - Philly.com

Problem with the 100 percent precinct vote being wrong. It would be very easy for one person to step up and say they didn't vote for Obama, but so far none have. But then again maybe they are concerned about the violence that may fall on them if they admit they didn't vote for the D.
