The video doesn’t show what happened before he was thrown to the ground. If he attacked the cops then they had every justification to throw him to the ground and subdue him. Nothing I saw there was excessive if the initial encounter was justified.

The officers could of have reported the truth. He could of put down on the report that the boy was being a little aggressive. Refusing to listen. That the officers had a bad day, and they hit the boy to prevent him from resisting arrest. They would of have the officers to go to some anger management classes, to learn to control his anger. But they made a false report that proves that they were aware that they has done something wrong. And tried to covered it up. If the video didn't appear, That they was going to let the boy be sentence for something that he didn't do. But if the officer told him to disperse. That the boy didn't have to. As long as he was far away at a reasonable distance that will not prevent the officers from doing their job. But if it was like if the person that the officers were pursuing had a bomb or something that can do harm to others,. that they needed to tell the crowd to disperse for their own safety? So then they can use force to quickly move them out of the way.
Anyway, most police wants witnesses to stay around to write down what they has witnessed. It could be helping out their case.
