Yes, he should. His stimulus was passed well before the end of Bush's last fiscal year, and it took effect immediately. Furthermore, he had $350 billion of TARP money to spend. The fiscal year might be relevant if spending had stayed on that trajectory, but we all know Obama jacked it up massively.

The day Obama took office the budget deficit was at $1.2T already. In September of that year it was $1.4T.
