Hell,,Trump probably put some cover sheets on empty folders and made sure the FBI knew about it. He tempted them into a raid and now they look foolish because they didn’t raid Biden’s houses and offices. Perhaps Trump knew Joe had classified info in his home from a Secret Service agent.

In passing a cover sheet is not classified. That fact is printed on the sheet just above the bottom classification level.
