The FBI and the DOJ work for the President. Congress via committee said to release the memo. If the President wants to release it, that is his right.

Considering the issue is entrenched partisan hacks inside both the DOJ and the FBI their protests ring hollow.

The real issue is that the power to remove the executive lies with Congress, and as a separate branch they are not beholden to him.

However, there is plenty that has been found to substantiate criminal activity by the Clinton campaign, the FBI, and the Obama administration.
