There are tons of tariffs, taxes, or surcharges, that could be altered to cover this. But actually Trump has a plan on his campaign website. It's not that difficult to look it up. The East joined the West to make a unified Germany again. The people had two choices. The right wing CDu with Helmut Kohl who promised that the unification process would be great. The left wing SPD said it would be a long hard road.

The people chose the nice and easy route. Helmut Kohl won the election. They got the long hard road made even longer and even harder by a government which had not put things in place to deal with the REALITY of the situation in Germany at the time.
