No, the negotiations ended when the war in Syria began, so Netanyahu didn't necessarily change his mind, the situation changed. In fact, Israeli PM's have been willing to trade the Golan for peace with Syria since the 1990's and Sharon was critical of Rabin for insisting on holding on to a very small part of it when a treaty had once seemed possible. A peace treaty with Syria would have included Syria's refusal to allow Iran to supply Hezbollah, and once the war began, Assad couldn't consider a break with Iran or Hezbollah.
