That was part of the running joke Trump was alluding to. The Russians, Chinese, Iranians, and even probably the "Macedonian content farmers" had copies of her e-mails.

James Comey, in his infamous televised statement about Hilary's emails, said that hostile nations hacked into those e-mails. So yeah, foreign nations did have copies of the e-mails Hilary tried to delete.

Besides, if the Russians hacked Hilary's server to get these 30,000 e-mails while she was SecState. At the time Trump made this joke the FBI had possession of her server.

If people still think Trump was seriously asking the Russians to hack her e-mail server to recover those 30,000 e-mails, they would have to physically break into the FBI headquarters and steal the damn thing. So it was obviously a joke.
