Responsible and reasonable is responsible and reasonable no matter WHAT party puts it out there. The Constitution says spending bills are to originate in the HOUSE of REPRESENTATIVES. Spending requires consent of the Senate and the signature of the President unless there is a sufficient congressional majority to override a veto.Not for you. The Senate package was bi-partisan. I believe McCarthy said he would strip Ukraine funding from the defense appropriations bill and put it up for a standalone vote.
