The state of California would lose four seats in the U.S. House of Representatives, and therefore four votes in the electoral college, if only citizens were counted in the decennial national census.

Well imagine that the state of Ca. would lose four seats well then lets help them lose all their seats and get ppl in there who care about THE STATE and the AMERICAN people over those who just came in on a boat.

The Census has always counted all people. Citizenship has never been a requirement to tally population
 
On the other hand, California could gain four new Senators (electoral votes) if the state followed thru with recent proposals to split into three different states.
