Combined spending on health care by households, businesses and the government rose 3.6 percent to $2.9 trillion in 2013, the fifth straight year it increased by less than 5 percent following decades of faster growth, the Office of the Actuary, an independent office within the federal Centers for Medicare and Medicaid Services, reported in the journal Health Affairs. Health care accounted for 17.4 percent of the whole economy, the same as in 2012.

Childcare

A future Conservative government will double the free hours of childcare for working parents of three and four-year-olds from 15 hours to 30 hours a week during term-time.


Mr Cameron said: "With a Conservative Government, you will get 30 hours of free childcare a week - equivalent to £5000 a year. So we say to the working parents of three and four year olds: Five thousand pounds of savings for you, only with five more years of Conservatives in government."

The move will be paid for by reducing tax relief on pension contributions for people earning more than £150,000.(holy fuk, they are taxing the rich to pay for kids in the uk?)


Tax

Nearly a million middle-class Britons will be taken out of the 40p income tax band if the Conservatives win the next election.

Mr Cameron has committed to raising the threshold at which the higher rate is paid from £42,385 to £50,000. The move will lift 800,000 people out of the 40p rate. (getting more moochers???)




Right to Buy

David Cameron has revived the right to buy scheme and announced that people earning the minimum wage will not pay tax under a future Conservative government.(more moochers?)

The move will be seen as an attempt to emulate the success of Margaret Thatcher by broadening the party's base support outside the Middle Class


No-one on minimum wage will ever pay tax

The Conservatives will also "entrench in law" the principle that no-one working up to 30 hours a week on the minimum wage should ever pay income tax.

Under a Conservative government the minimum wage will be linked to the personal allowance, which the Tories want to raise to £12,500 by the end of the next Parliament.

They want to "permanently link" increases in the personal allowance to the increases in the minimum wage rather than inflation.

The approach means that if the minimum wage rises faster than expected, workers will still be exempt from paying income tax.


Education

At least 500 extra free schools with enough places for 270,000 children will be built if the Conservatives win the general election.

This will mean that the Free Schools programme - championed by Michael Gove when he was appointed education secretary in 2010 - will have continued at the same rate as the past three years.
