Under the policy, officers may give chase if they believe a person is committing or is about to commit a felony, a Class A misdemeanor such as domestic battery, or a serious traffic offense that could risk injuring others, such as drunken driving or street racing.

Aside from sensationalizing a headline, the substance of the issue here only seems to indicate that the policy would restrict pursuits that seem to be high risk/low reward. For example, someone is walking down the street, turns a corner, sees a cop, and suddenly runs away for no evident reason. Instead of the cop using the person's running away a justification to chase after the person (because they assume it means the person was up to no good), the policy would not prohibit the chase.

It seems pretty clear from the link that the cops will chase you when they actually have reason, like because they actually saw you do something illegal.

A man was wounded in the shooting Tuesday night and three Chicago police officers were injured while breaking up a fight in nearby Old Town.

During a press conference Wednesday afternoon, CPD Superintendent David Brown said groups of young people began showing up to the beach about 4 p.m. Tuesday, responding to a "flyer" posted online, encouraging people to come to the beach.
CPD made 2 gun arrests between 5 and 6 p.m., finding firearms during bag checks, Brown said.

A 20 and 21 year old were arrested.Just after 9:45 p.m., Chicago police said a 19-year-old man was outside at North Avenue Beach when he was shot multiple times by another man.
