This should be taken with a grain of salt since the newspaper is a party organ and not necessarily the leadership spokesman. China has to say something given the rhetoric flying back and forth but I doubt they'd risk nuclear war with us unless we invaded NK.

So I nk fires missiles at Guam next week and we respond even if they are later found not to be nuclear will they still consider our response retaliation or consider it as a first strike?
