I'm not sure if the guy in the shorts is the reporter. If you listen to the audio at around the 0:50 second mark, the time when you can see the guy in red jacket and khaki shorts, you hear the reporter running and saying, "Hold on, I'm trying to get you a rope." The sound of running continues, but the guy in the shorts is not running.

I'm not saying CNN would be above faking the scene, but the audio and video of the clip make me think that the person in the shorts is not the reporter, so the reporter would not have needed to change into different pants.
