There a multiple reasons why some schools perform poorly. Culture can be a part of it, but so is a lack of funding.

So in order to reduce the number of Asians and increase the number of blacks, they abolished the exam entirely.Depends. Anyone who is accepted has some substantial croteria to meet.
Actually going school by school erases some of the advantages well funded schools have over poor schools and the differences are striking. This selection process is without regard to race. Presumably the hypothetical Asian student could always transfer schools and compete for he limited number of seats available there.

Local news here applauded the success - “celebrating” how they were able to reduce the Asian population and increase the black population by their new admissions policy. It is racist to devise policies with the goal of certain racial outcomes.

The school board's 2020 changes removed standardized testing requirements in applications as well as the requirement to provide two teacher recommendations. Instead, each middle school in the area around Fairfax, Virginia, was allotted an equal number of slots. Candidates from those schools were not considered by race, but the school did grant increased weight to applicants from lower-income families and those who were still learning English.
This seems like a good policy and it is income rather than racial based in weighting, which means the bright new Asian immigrant still learning English would have a chance as would the bright impoverished tenement living Jewish student. There are still very high standards. Win win.

Not necessarily. There is a strong correlation between family income, quality of schools and achievement. Being in the process of learning English is also a handicap.As far as families still learning English or low-income, these kids STILL could have gotten in if they were the best and brightest - with no special handicap.
