Trump was clear , he said ALL Muslims . He didn't qualify wh "refugees" or even "immigrants" . He said ALL. That would include ex pats and those wh legal status .

We do not need any more people in this country

And then when we do start allowing people in again we should be much more discriminating who we let in

Carter didn't have any difficulty with it being unconstitutional when he did it.
He did not exclude based on religion. Congress can pass such a law or a President can EO such a law, and SCOTUS will end either.

Congress would need to figure that out, wouldn't they. Personally I'd ban all of them, until there is a verifiable vetting system in place. You know verifying the small things, like making sure the address on the application is a real one, which is something this administration didn't do on the bitch that killed all the folks in CA.
