Congress shouldn't approve annual USA budget, taxpayers should.

Every year, the President should propose a budget and the IRS should calculate an approximation of what tax rate will be required so as to not run a deficit. If a tax and spend President wants to fund those programs, it will be attached to a huge tax rate and he has to get the taxpayers to accept it to actually pay for it all with no deficit. A national vote is held similar to the Presidential election, using the Electoral College. Only people who paid in more money than they received at the end of the year the previous year get to vote in the budget and tax election for the year. The President has to get the taxpayers to approve his budget and taxes will be set to ensure no deficit for the year.
