Second, he was in the Army Reserve, which in this case is a major distinction. He was placed in the hospital for mental treatment while training at West Point. He talked of shooting up an Army base. This is important because the DOD is not required to report this to local authorities.

The National Guard is state run. Not sure but I believe the reporting limits are not as severe.

I have said it before. The same thing could have been accomplished with semi automatic pistols. Check out the VA. shooter. 2 pistols. 49 shot, 32 killed. There is nothing special about an AR 15 style weapon.
