Second, he was in the Army Reserve, which in this case is a major distinction. He was placed in the hospital for mental treatment while training at West Point. He talked of shooting up an Army base. This is important because the DOD is not required to report this to local authorities.
The National Guard is state run. Not sure but I believe the reporting limits are not as severe.

No, it wasn't. The original Colt Sporter was specifically designed so parts from a real battlefield weapon would not fit in the lower receiver. The semi automatic AR 15 was not standard military issue. The automatic M16 was.Other than increased range and increased firepower.

As far as his mental illness it depends on when he purchased those weapons. Apparently his mental illness did not start until this past summer.
