Article 1 section 8 provided the army to be established by congress but for no longer than a period of 2 years.

That makes it more and more important for states to maintain and regulate well their militias.

I have used that law to point out that government mandates are nothing new.

However, this does not in any way mean our Founders were against the individual right to bear arms.
