Not really. The rules requiring 60 votes are too broad and encompassing.Last time I checked, a filibuster rule could stop the majority in the Senate.Last time I checked the Republican party had a majority in the House and the Senate.
I'm not sure therefore how the Democrats can be blamed for the fact that the Republicans cannot whip their own members?
Without both houses, no bill goes to the President.
Simple political science for America.
But thanks to the freedom caucus the Democrats won't even have to do that.
Budget resolutions or reconciliation bills can't be filibustered either, so the Republicans could pass those (if they could control their own members).
The filibuster needs to be done away with. Until then, however. It is wrong to say Republican's control all houses of government.
