Not what? Search warrants are public record unless they are sealed by a court, which is pretty rare.

If they were made public upon issuance it would tip off other people.
Only after charges are laid on someone does that person and his/her attorney get to see the warrant in its entirety during discovery.
If nothing becomes of an investigation a FOIA can get it.
