He is required to follow the laws of his state.
Pretty much like any other employee, you have to follow the rules that are established.

There's a state law. He's a state official. He needs to comply with the law. Or lose his job.

This isn't complicated.

God you're ignorant, firemen are normally employees of a county or city, not the state.

And they are still required to follow state laws.
