False. McConnell filibusters everything in the Senate.
What do you think Harry Reid is doing by sitting on bills passed by the House, with both parties voting on them since 2011 and not even letting them come up for a vote?
There's a difference:
The Boehner/Cantor don't bring up Senate Bills because they might pass, with Democrats and moderate Republicans in safe Northeastern districts, California, etc.
The Senate doesn't bring up House Bills because they all have poison pills inserted, like de-funding Planned Parenthood in a highway bill.

Harry Reid is not going to waste time on these bills that the House KNOWS are DOA with a Democratic president and Democratic Senate (especially with McConnell's 60-vote threshold), yet send them anyway to please their Rightwing base.
