Gavin is a sleazeball and the people who vote for him are idiots, Just like Jerry Brown, he is killing California.
 
Maybe his plan was an open invitation to the homeless from all over the place to come to California.

They won't do what it takes to truly end homelessness. It requires too much effort and too much determination and ambition to do what needs to be done. Because it will require ambition, desire and a lot of time.

So instead he chose to just go for the illusion of doing something.
 
There is no way to end homelessness. Totally impossible. Incredibly hard working people fall on terrible godforsaken times. That's simply part of the system. It's built in.
