while you're correct about trump being stalled at 40%, the rules require that the nominee have 50% of the delegates, (plus one, i believe) to win on the first ballot. if trump doesn't, the rules have always allowed delegates to vote as they wish. the party runs it's primary, not the US government. Until not that long ago, voters didn't get to pick at all.

trump needs to stop whining and their persistently rewarding his stamping his foot and being a bully is why the party is where it is now.
