That statistic is not all that meaningful. First part of the RNC advantage is being siphoned off to pay legal fees for Trump and his family. Secondly donors could be bypassing the DNC and giving to candidates. There is no evidence that Democrat candidates for the House are having any problems raising money. Also Democrats have won a series of special elections in the state legislature in Oklahoma. That is coupled with Democrats picking up 15 House seats in the House of Delegates in Virginia where several Republican incumbents were defeated even though they outspent their opponents.
