Dope was demonized by the cotton growers in the early 20th Century. They were afraid of the competition of hemp, and by associating the recreational use with Negros and Latinos, got the authorities onside to declare it illegal.
Then, various Police and Politicians (among others), found it was a great way to earn undeclared income, and all efforts to legalize are stiffly resisted.
We'll see how this goes, but I'm not holding my breath, except when I've pulled a big ole cone.
