Pre-emptive attacks are illegal and have been since WWII ended.

It doesn't matter how many times you say that lie, attacking someone that hasn't attacked you first, is not "defense". And just because someone lines up on your border, doesn't give you the right to automatically start shooting. But since you've already demonstrated you think you have the illegal right to control other peoples property, it's understandable you start shooting whenever anyone got close to your border.
