Assume that's true if you wish, but you're narrowed and singular view of what they are is incorrect. You can't afford to just be so angry at an enemy that you distill them down to some cheap simplified definition. That's how you lose.

Probably the easiest way to an answer would be to somehow determine how many Americans spies are in China and Russia.

Some small satisfaction could be in the fact that America could still be the leader in the game of espionage.
